1. PURPOSE
This agreement establishes terms for collaborative research on quantum consciousness and neural synchrony conducted on Yawuru Country (Broome, Western Australia), incorporating Yawuru cultural knowledge and protocols.
2. BACKGROUND
Dr. Maya Voss seeks to investigate the relationship between quantum coherence effects and collective consciousness. Initial laboratory research at Oxford University suggested that group neural synchrony may exhibit quantum-like properties.
Yawuru traditional knowledge (Bugarrigarra) includes sophisticated understanding of collective consciousness, group awareness, and the interconnection of all things. The Yawuru Corporation has agreed to share appropriate knowledge to inform this research.
The parties acknowledge:
- Western scientific methods and Indigenous knowledge systems are different but equally valid
- Yawuru knowledge is protected cultural property
- Research outcomes must benefit both knowledge systems
- Yawuru Corporation retains sovereignty over cultural information
3. RESEARCH ACTIVITIES
Permitted Activities
The following activities are authorized under this agreement:

Facility Use
- Private research facility at Cable Beach (provided by Yawuru Corporation)
- Duration: January 15 - March 15, 2028
- Equipment: EEG arrays, quantum sensors, data acquisition systems

Cultural Consultation
- Meetings with Yawuru elders and knowledge holders
- Guidance on appropriate research methods
- Interpretation of results from Yawuru perspective

Ceremonial Participation
- Observation of appropriate Yawuru ceremonies
- Limited participation (as invited by Yawuru)
- Staircase to the Moon ceremony (September 2-4, 2028)

- Scientific data collection
- Personal research notes
- Audio/video recording (with explicit permission)
Prohibited Activities
The following are explicitly NOT authorized:
- Recording or documentation of restricted ceremonies
- Publication of Yawuru cultural knowledge without approval
- Removal of biological materials from Yawuru Country
- Independent research with Yawuru participants without cultural liaison present
- Commercial application of Yawuru knowledge
- Patent applications incorporating Yawuru intellectual property
4. CULTURAL LIAISON
Aunty Ngaire is appointed Cultural Liaison for this project. Her role includes:
- Approval of all research protocols
- Presence during all data collection involving Yawuru participants
- Review of all publications prior to submission
- Mediation of any cultural concerns
- Education of Researcher in Yawuru protocols
Researcher agrees that Aunty Ngaire’s decisions on cultural matters are final and binding.
5. DATA OWNERSHIP AND PUBLICATION
Ownership
- Scientific data: Joint ownership (Yawuru Corporation 50%, Oxford University 50%)
- Cultural knowledge: Sole ownership by Yawuru Corporation
- Research methods: Available to both parties
Publication
- No publication without Yawuru Corporation approval
- Aunty Ngaire must approve all manuscripts before submission
- Yawuru Corporation may require redaction of culturally sensitive material
- Yawuru Corporation may prohibit publication entirely (with explanation)
Timeline
- Draft manuscripts due to Yawuru Corporation: 60 days before intended submission
- Yawuru Corporation response: 30 days
- Appeals process: Available through Yawuru Corporation Board
6. BENEFIT SHARING
Financial
- Researcher fee to Yawuru Corporation: $15,000 AUD (facility use)
- Revenue sharing: 5% of any commercial application
- Grant acknowledgment: All funding applications must acknowledge Yawuru contribution
Non-Financial
- Training: Yawuru researchers may observe/participate in laboratory techniques
- Capacity building: Equipment donation at project conclusion (negotiated)
- Recognition: Co-authorship on appropriate publications
- Ongoing relationship: Commitment to continued collaboration
7. CONFIDENTIALITY
Yawuru Confidential Information:
- Sacred site locations
- Restricted ceremonial knowledge
- Cultural protocols not for public sharing
- Personal information of Yawuru participants
Researcher agrees to:
- Maintain confidentiality of all restricted information
- Mark all documents containing Yawuru knowledge
- Secure all materials against unauthorized access
- Return or destroy all confidential materials at project conclusion (as directed)
Duration: Confidentiality obligations survive termination of this agreement.
8. TERM AND TERMINATION
Initial Term: January 15, 2028 - March 15, 2028
Extension: May be extended by mutual agreement in writing.
Termination:
- Either party may terminate with 14 days written notice
- Yawuru Corporation may terminate immediately for cultural protocol violations
- Researcher may terminate immediately for safety concerns
Post-Termination:
- All data remains subject to ownership and publication terms
- Confidentiality obligations continue
- Ongoing benefit sharing continues
9. REPRESENTATIONS
Researcher represents:
- Research is legitimate scientific inquiry
- Institutional approval obtained (Oxford ethics committee)
- Funding secured and disclosed
- No conflicts of interest
Yawuru Corporation represents:
- Authority to enter this agreement
- Cultural knowledge shared is authentic
- Participants participate voluntarily
- No coercion of community members
10. GOVERNING LAW
This agreement is governed by the laws of Western Australia and the Commonwealth of Australia.
Disputes shall be resolved through:
- Negotiation between parties (30 days)
- Mediation by agreed neutral party (Yawuru elder or legal professional)
- Arbitration under Australian Centre for International Commercial Arbitration rules
